Challenge

Following a previous façade fire risk assessment, a building’s external wall construction was identified as requiring further remedial action. The façade comprised of timber and zinc cladding, render, and spandrel panels. The client required specialist consultancy support to develop and deliver an appropriate remediation strategy, manage the design review process and provide independent oversight throughout construction, all while ensuring compliance with the applicable fire safety regulations and securing updated compliance certification.

Project Description and Background

The building is a five-storey, multi-occupancy residential building with commercial uses at ground-floor level, arranged in an L-shape with two wings served by a single central staircase. The building is below 18m in height.

For this project, SOCOTEC was appointed to support the client through the remediation of external wall systems identified as requiring further action following previous façade fire risk assessment and investigation. The existing cladding and insulation were to be renewed, with the proposed replacement cladding comprising non-combustible materials achieving Class A1 or A2 classification in accordance with EN 13501-1.

SOCOTEC’s scope began with a detailed desktop review of all existing external wall documentation, including the fire risk assessment, fire strategy, as-built drawings, O&M documentation, material datasheets and photographic and QA evidence.

This was followed by a site familiarisation visit, including a non-intrusive visual inspection of the building. The visit enabled SOCOTEC to develop a clear understanding of the building and its existing façade systems, identify areas requiring further investigation, and compare the available documentary information with the construction observed on site.

Where the outcome of the desktop review and site familiarisation visit indicated that further information was required, intrusive investigations were undertaken. This included the preparation of opening-up location mark-ups and liaison with the relevant opening-up contractor to ensure that the necessary investigations were appropriately targeted.

Based on information gathered through the desktop review, site inspections, and intrusive investigations, SOCOTEC carried out a retrospective façade fire risk assessment and fire safety compliance assessment. These assessments considered the existing external wall systems against the applicable national regulations and requirements, and provided the technical basis for determining and informing the appropriate remediation strategy.

Assistance with RFIs during the design stage was also provided. During construction, site inspections were carried out at agreed intervals, with photographic inspection reports issued following each visit to independently verify that the remedial works were being installed in accordance with the reviewed design, specification and relevant requirements.

Following completion, a post-remediation review was undertaken, covering the O&M manuals and as-built drawings. The façade fire risk assessment and compliance assessments were updated accordingly, and external wall fire safety certification appropriate to the national jurisdiction was issued, together with a letter of comfort confirming completion of the remedial works.
